PASADENA, Los Angeles County — October 22, 2026. Residents who want to raise a question about city spending, housing or other Council business can use the City Clerk’s official public comment instructions. The procedure matters: attending a meeting or joining Zoom does not by itself register someone to speak.

How to speak

Pasadena requires an online speaker card before the public comment portion of an agenda item. Residents who wish to speak about more than one item should identify the relevant items in the form. The city’s standard comment limit is three minutes, subject to reasonable modification by the presiding officer.

In person and remotely

The Pasadena City Council Chamber is at City Hall, Room S249. Remote speakers use the city’s official Council Zoom route or the connection instructions in the meeting agenda. The city asks virtual speakers to join under the same name or telephone number they registered on their speaker card. Always verify the dated agenda in case the connection details or starting time change.

Written comments

Residents can email Council correspondence to correspondence@cityofpasadena.net before the meeting for inclusion in the legislative record. An emailed statement is distinct from registration to speak live. During a special meeting, public comment is restricted to items on that special meeting’s agenda, the Clerk notes.

Access and help

For help with speaker cards or accessibility questions, contact the City Clerk at 626-744-4124. The City Clerk’s portal also describes translation assistance and how to request it in advance.

Five steps before a Council decision

  1. Find the agenda and original staff report.
  2. Identify the agenda item you want to address.
  3. Submit a speaker card when the registration form is open.
  4. Use the correct in-person or remote instructions.
  5. After the meeting, verify whether an action was approved, amended, continued or rejected.
